H. DeKay, Assistant Vice President, The Bank of New York, Inc.
At The Bank of New York, Dr. DeKay is responsible for the development
of policies, standards, and procedures related to information security.
Prior to BONY, Dr. DeKay worked at Empire Blue Cross/Blue Shield as
manager of information security; before this he worked at ABN Bank,
also as manager of information security. His areas of expertise include
security risk assessment, policy development, and business communications.
In February 2003, he was certified as an Information Security Manager
(CISM) by the Information Systems Audit and Control Association. Mr.
Dekay was recently appointed a member of the Generally Accepted Information
Security Principles (GAISP) Project, now under the sponsorship of
ISSA, and assigned to the Security Policy Working Group. He has received
PhD degrees from Fordham University and Columbia University.
