Anthony E. Thomas, Chief Technology Officer, Horizon Blue Cross

Anthony
E. Thomas has over 25 years experience in Information Technology.
Since 2002 he has been the Chief Technology Officer at Horizon Blue
Cross Blue Shield of New Jersey. He is responsible for the company’s
IT Architecture and Strategy and is a one of the company’s
key technology decision makers. Anthony
has been instrumental in achieving Horizon’s recognition by
the Information Week 500 as one of the top 100 innovative users
of technology the past two years running (2004, 2005). As a gifted
visionary and strategist, he has organized the development and execution
of strategic programs to improve computing efficiencies using Service
Oriented Architectures and implemented enterprise level messaging
infrastructures using Message Oriented Middleware. As a leader,
Anthony is adept at instituting plans and governance needed to run
large complex organizations. For example, he developed a Resource
Demand Model to predict resource utilization and contention. His
models have been adopted as Enterprise-wide investment-planning
tools. Prior
to joining Horizon Anthony was responsible for the technology direction
and architecture of other respected organizations in the financial
services and manufacturing industries. For example, At TIAA-CREF
(the largest private pension fund in the country) he set the direction
for IT Strategy, Architecture and Standards. While at American Express
he led an international team of architects that managed American
Express’ global portfolio of over 2,500 applications. During
his career at DUPONT he headed data management and pioneered the
use of distributing computing. A
native of Houston, Texas, Anthony received undergraduate degrees
from Texas Southern University in both Physics and Math. He graduated
from Rice University with a commission in the United States Navy.
While on active duty, Senior Lieutenant Thomas was assigned to billets
in the Nuclear Power Program, Communications and Electronics Material.
Anthony also holds a Master of Science in Physics from the University
of Maryland and taught University Physics for eight years.
